The committee is considered amongst the permanent committees in the cabinet and was established in accordance with cabinet resolution number1560 issued during session number 39 on 14/9/1976, it examined the method by which the committee functions, dates and formations. This as follows:
The committee comprises of:

• Deputy Premier and Minister of Information.
• Minister of Interior and Defence.
• Minister of Foreign Affairs.
• Minister of State for Cabinet Affairs.

The resolution defined the method by which the committee functions which is as follows:

• Specifying a day during the week for the committee to meet regularly.

• The committee may seek the assistance of technicians and others who work for the State.

• A reporter is assigned from the secretariat of the cabinet or the secretariat of the national assembly.

• The committee submits its recommendations to the Secretary General of the cabinet to record in the agenda of the cabinet.

• The Secretary General of the cabinet submits issues related to the functions of the committee immediately upon receiving them, to obtain its recommendations as soon as possible.

• The committee selects a Chairman and a deputy from amongst its members and its meetings are held in the attendance of the majority members or half of them whenever the chairman or his deputy attend.

• The committee may submit its recommendations to the cabinet on issues that are not referred to it.

• The general secretariat of the cabinet agrees with the committee to decide on the location of holding the meetings in the council of Ministers.

The Committee for Security and Political Affairs was re-formed in accordance with cabinet resolution number 665 during meeting number 32 on 20/7/2003, comprising of:
