The High Commission for Structural Planning and Major Construction Projects

Synopsis

The formation of the High Commission for Structural Planning and Major Construction Projects initiated on 16/10/1969, chaired by His Highness the late Amir Sheikh Jaber Al-Ahmed Al-Jaber Al-Sabah before assuming power. The commission is attended by his Highness the Crown Prince, a number of Ministers along with some officials from the Ministry of Public Works, Ministry of Planning and Kuwait Municipality.

The commission met on the Chairman's request at an average of once every two months, or whenever the need arouse.

The functions and actions of the commission

This commission undertakes to research, examine and ratify State projects listed in the structural budget (chapter three); it also examines follow up reports related to their implementation, amends endorsements and ratifies the budget before submitting to the cabinet. It studies the ratification of budget appropriation and projects pertaining to the Public Authority for Housing, services and facilities across the country. The commission also follows up reports by the Touristic Enterprises, examines the growth and structural expansion in conformity with the State organization and in accordance with the general programme of the structural planning as well as all that is referred to it by ministries and specialized authorities, subsequently is submitted to the cabinet for final ratification and endorsement.

On the 16/8/1981, the cabinet re-formed the commission to be chaired by His Highness Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah and deputy chairman Minister of Foreign affairs and the then Minister of Information, along with the membership of the Minister of Public Works, Minister of State for Cabinet Affairs, Minister of Health, Minister of Education, Minister of Planning, Minister of Social Affairs and Labour, Minister of Housing, Minister of Electricity and Water, Minister of Finance and Chairman of the Municipal Council.

The functions of the commission have been specified as follows

  • Examine the chosen locations for State projects.
  • Probe designs and decide on them.
  • Examine tenders.
  • Look into amendments to some projects.
  • Any other matters related to State projects.

Then the cabinet issued resolution number 6/2 in its session number 11/1985 held on 10/3/1985 to form a high commission for structural planning and major construction projects as follows:
