Planning and Development Council
The Planning and Development Council was founded in accordance with decree number 323 for the year 2008 on 30th of Shawwal 1429 corresponding to 29th October 2008, under the chairmanship of His Highness the Prime Minister or whichever minister he delegates:
- Deputy Premier and Minister of Foreign Affairs.
- Deputy Premier and Minister of State for Cabinet Affairs.
- Minister of State for Housing Affairs and Minister of State for Development Affairs.
- Minister of Oil and Minister of Electricity and Water.
- Minister of Finance.
- Minister of Health.
- Minister of Public Works and Minister of State for Municipality Affairs.
- Minister of Education and Higher Education.
- Minister of Social Affairs and Labour.
- Minister of Information.
- Governor of the Central Bank.
- Supervision over the preparation of a future perspective and defining the strategic objectives of the State, setting the strategies, development plans and government action plan.
- Participation in drawing general policies and suggesting legislations, regulations and major development projects to attain the development projects and submit them to the cabinet for endorsement.
- Participation in drawing future policies and defining general directions related to development affairs and their various fields, linking education turn out with development.
- Suggest the means and appropriate mechanisms to secure the connection between successive development plans.
- Suggest the required recommendations to enhance integration between the public and private sectors in order to achieve the comprehensive development plans.
- Set the visions which would develop the government work plan and the necessary mechanisms to implement, and raise the efficiency of institutions which carry out and follow up the implementation by submitting regular reports to the cabinet.
- Follow the implementation of major projects, examine suggestions and submit reports over their implementation.
- Prepare observations over reports from the audit bureau concerning the work of government apparatus, government response to them and suggest procedures to tackle these observations.
- Suggest the appropriate mechanisms to modernize information and activate state information network system.
- Present studies and recommendations in issues that are submitted to the cabinet.
General Secretariat of the Planning and Development Council
The Council shall have a general secretariat, headed by a full time secretary general with undersecretary rank; he is aided by assistant secretaries with assistant undersecretary rank, a decree of their appointment is issued in accordance with the presentation of the specialized minister.
The general secretariat is affiliated to the specialized minister who is determined by a decree. He supervises the administrative, financial and technical functions of the general secretariat.
Employees of the general secretariat are subject to civil service rules and regulation.
The cabinet general secretariat undertakes the implementation and follow- up of resolutions, submits regular reports on implementation phases and impediments.
The general secretariat may seek the assistance of government or non-government apparatus or attain the necessary studies to apply and issue performance evaluation reports.
Heads of ministerial committees in the cabinet may invite the secretary general to the council to attend ministerial committees.
Follow up and Performance evaluation Committee
The council forms a follow up and evaluation committee chaired by the Prime Minister or whichever minister he charges, the membership of the Deputy Premier and Minister of State for Cabinet Affairs, Minister of Finance, Minister of State for Housing Affairs, Minister of State for Development Affairs and heads of ministerial committees in the cabinet.
The jurisdiction of the committee is as follows:
- Revision of the strategic dimension for the development, social and economic process, and the general approaches to tackle issues confronted by the country.
- Evaluating development achievements in various sectors, preparing regular reports on the results of the follow up and performance evaluation, and submitting them to the cabinet.
- Evaluating the implementation of cabinet resolutions following their endorsement by the cabinet according to a specified deadline.
